Definition and Scope of the Capacity Report

The Capacity Report is an official document issued upon the determination, through scientific methods and based on specific criteria, of the quantity of production that an enterprise can realize within a one-year period in line with its existing machinery park and labor capacity.

Unless otherwise stipulated in the relevant legislation, procedures, or principles, the validity period of the Capacity Report is determined as two years.


Purpose of Issuing the Capacity Report

Capacity Reports are prepared in order to determine the industrial production potential of our country and to establish a reliable database for economic and strategic planning.

In summary, Capacity Reports are primarily used as a reference in public institutions and Ministry records for processes such as the Industrial Registry Certificate, incentives, tenders, import and export transactions, VAT refunds, allocations, and quota applications.


Legislation Mandating the Capacity Report

The issuance of a Capacity Report has been made mandatory under the following legislation:

  • Law No. 6948 on Industrial Registry
  • Law No. 5174 on the Union of Chambers and Commodity Exchanges of Türkiye (TOBB)
  • Chamber Transactions Regulation
  • Import and Export Regulations
  • Communiqués on Investment Incentives
  • Decree Law No. 560 on the Production, Consumption and Inspection of Foodstuffs and its related regulations

Areas of Use of the Capacity Report

The Capacity Report is utilized in various official and private sector transactions. Its principal areas of use include:

  • Applications for the Industrial Registry Certificate,
  • Applications for Investment Incentive Certificates, Inward Processing Authorization Certificates, and Temporary Admission Permits, as well as the closure processes of related commitments,
  • Import and export transactions,
  • Public and private tenders,
  • Domestic and international credit procurement processes,
  • Participation in national and international trade fairs,
  • Procurement of raw materials subject to allocation or tariff quotas,
  • Applications for Manufacturing Competence Certificates and Certificates of Domestic Goods,
  • Tax inspection processes,
  • VAT deduction or exemption procedures related to machinery and equipment purchases,
  • Compulsory Employment Personnel (CEP) procedures,
  • Applications for Environmental Impact Assessment (EIA) certificates,
  • Various inspections conducted by public authorities, preparation of the national industrial inventory, and mobilization planning studies, where it serves as a reference document.

Enterprises Eligible to Apply for a Capacity Report

Industrial enterprises applying for a Capacity Report must meet the following conditions:

  • Being a member of the Istanbul Chamber of Industry (ICI),
  • Employing at least 10 insured employees,
  • Engaging in manufacturing activities and having a duly registered production address,
  • Possessing the machinery and equipment necessary for production, in operational condition.

 Circumstances Requiring the Cancellation of the Capacity Report

The principal circumstances that cause the Capacity Report to lose its validity are as follows:

1. Transfer or Lease of the Facility

  • Transfer of the enterprise to another company,
  • Partial or full leasing of the facility.

2. Relocation and Capacity Changes

  • Change of workplace address,
  • Any modification in the machinery and equipment schedule affecting capacity.

3. Loss of Industrial Status

  • Complete cessation of manufacturing activities,
  • Determination by the Istanbul Chamber of Industry (ICI) that the workplace remains permanently closed.

4. Closure or Bankruptcy

  • Official dissolution or bankruptcy of the enterprise.

5. Circumstances Specific to Sole Proprietorships

  • Death of the business owner,
  • Change in the company’s field of activity.

6. Loss of Production Capacity Due to Natural Disasters

  • Severe damage to machinery and equipment as a result of natural disasters,
  • Determination that production cannot be carried out for an extended period.

7. Expiry of Validity Period

  • Expiration of the Capacity Report’s validity period.

In the event that any of the above circumstances occur, the existing Capacity Report becomes invalid, and the relevant company must apply for a new report.


Capacity Report Application Process

Applications for a Capacity Report are carried out by following the steps below:

  1. The “Capacity Report Application Form” must be duly completed in two copies.
  2. All required documents must be fully attached to the application file.
  3. Applications must be submitted either in person to the Istanbul Chamber of Industry headquarters or its Representative Offices, or via online transactions (🔗 Click here for online transactions).

The Capacity Report fee and the TOBB approval fee may be paid together.

Payment Methods

  • A single consolidated payment may be made to the designated bank account numbers.
  • Payments may also be made in cash or by credit/debit card at the Istanbul Chamber of Industry cashier offices.

Delivery of Approved Capacity Reports

If delivery of the approved Capacity Report by courier is requested, the following information must be sent to kapasite@iso.org.tr:

  • Company details
  • Name of the recipient
  • Delivery address

Alternatively, the report may be collected in person upon submission of a petition written on company letterhead, duly stamped and signed, together with a power of attorney or signature circular.


Capacity Report Amendment Procedures

Any amendments made to the front page information or Tables 1, 2, 3, and 4 of a valid Capacity Report are subject to fees charged by TOBB.

Membership and Address Change Procedures

Membership in the Istanbul Chamber of Industry is mandatory. Applications for Capacity Reports submitted by non-member companies are not accepted.

Workplace address changes must be notified to both the Membership Services and the Capacity Department. Companies applying for a Capacity Report must ensure that their addresses are up to date.

If the address change results solely from a municipal update of the neighborhood or street name, the existing Capacity Report remains valid and may continue to be used.
